It can generate assets, prototype mechanics and write dialogue. It cannot design a game that is fun — that remains an iterative process of playtesting and judgement, and it is the part that determines whether anyone plays.
It depends on the tool's training data and licence. Some generators are trained on licensed or owned material and grant commercial rights; others are not. For a commercial release, confirm the provenance in writing.
Impressive in a demo and harder in practice. The constraints are response latency, cost per interaction, and staying in character consistently over hours of play rather than minutes.
